PORT AUTHORITY POLICE DEPARTMENT
DEFINITIONS:
WEARING THE UNIFORM AND BADGE
ON-DUTY, UNIFORMED EMPLOYEES: Uniformed employees shall wear their official Department-issued badge on the outermost garment of their uniform. However, officers in a Department-approved specialized uniform (e.g., bike detail) may wear a facsimile badge.
ON-DUTY, PLAINCLOTHES OFFICERS: On-duty, plainclothes officers shall wear their official Department-issued badge and ID card so that they are readily accessible for presentation to members of the public.
WHO SHALL WEAR UNIFORM: All employees, regardless of rank, shall wear the prescribed uniform and personal equipment during their tours of duty.
EXEMPTIONS TO WEARING UNIFORMS: The following officers are exempt from wearing the prescribed uniforms: Chief of Police, staff officers, command officers, and undercover and plainclothes assignment officers.
UNIFORM TYPES:
ACCESSORIES
HATS / HELMETS:
BASEBALL CAP: May be optionally worn with the Class B / C uniform or Utility Uniform. The hat shall be navy blue in color, and must display appropriate department insignia.
BEANIE: May be optionally worn with the Class B / C uniform or Utility Uniform. The beanie shall be black in color and bear the text "PAPD."
HELMETS: Officers may carry a ballistic helmet in their patrol vehicle for situations which require extra ballistic protection. Officers may wear riot helmets during riots/major public order situations. Ballistic helmets shall be black in color.
PEAKED CAP: May be optionally be worn with the Class A / B / C. The cap shall bear the rank of the officer.
SHIRT OVERLAY / JACKETS:
GLOVES: Black leather or knitted gloves may be worn for inclement weather. Gloves in solid, muted colors may be worn in situations where extra protection is required. Nitrile gloves may be worn when providing first aid, or collecting evidence.
JACKETS: Officers may choose to wear a department-issued jacket during inclement weather, or during cold periods of time. It shall be navy blue in color and must display PAPD badge.
TURTLENECK: Officers may choose to wear a department-issued turtleneck under their shirt during inclement weather.
SWEATER. Officers may optionally wear a woolen sweater. It shall be navy blue in color and bear a PAPD badge.
LEGS / PANTS:
BDU: Officers shall wear their battle dress uniform. It shall be navy blue in color.
SHIRTS / ACCESSORY:
DUTY BELT: Officers shall wear their black belt.
TASER: Officers shall utilize a taser. It shall be a yellow in color, handgrip pointing forward
NECK / SCARFS:
HOLSTER: Unless specified, all officers shall wear their black holster on their belt.
BODY ARMOR / ACCESSORY:
BODYCAM: Bodycams shall be worn by Officers; the newer Coil Body 3 is to be used.
LOAD BEARING VEST: Officer may choose to wear external load-bearing vests with the Class A / B / C uniform. It shall be navy blue in color and must display PAPD badge.
SHOULDER / CHEST MIC: Officers may choose to wear a shoulder or chest mic for their radio.
TURTLENECK: Officers may choose to wear a department-issued turtleneck under their shirt during inclement weather.
Note: It can only be worn with a jacket.BADGES / LOGOS:
PRECINCT COLLAR INSIGNIA: Collar Insignia shall be worn by Officers. It shall be based on the current area of patrol or assignment.
EXTERNAL BODY ARMOR: When wearing a jacket with turtleneck only, officer must have a under carrier visible. It shall be navy blue in color.
Note: It can only be worn with a turtleneck.CLASS A
Shall be worn by any officer attending a formal event.
May be worn by officers conducting patrol services.
SHIRT: Long sleeve shirt to be worn with the tie.
Note: Officers assigned to specialized bureaus shall wear a shirt bearing the appropriate patches.PANTS: Standard duty pants.
FOOTWEAR: Black boots.
BELTS: Black Leather belt.
CLASS B / C
May be worn by officers conducting patrol services.
SHIRT: Long sleeve or short sleeve shirt, with open collar.
Note: Officers assigned to specialized bureaus shall wear a shirt bearing the appropriate patches.PANTS: Standard duty pants.
FOOTWEAR: Black boots.
BELTS: Black Leather belt.
UTILITY B / C
May be worn by officers conducting patrol services.
SHIRT: Long sleeve or short sleeve shirt, with open collar, with white embroidered facsimile name, bearing the text "Port Authority Police."
Note: Officers assigned to specialized bureaus shall wear a shirt bearing the appropriate patches.PANTS: Standard duty pants.
FOOTWEAR: Black boots.
BELTS: Black Leather belt.
